At 4.59pm, you're going to be best off taking public transit from BWI. While, when there's no traffic, it's only about a 30-40 minute drive, in rush hour, it can take anywhere from an hour to two and a half. (and I only wish I was kidding)
The easiest way is to hop on the courtesy shuttle over to the MARC station and get a ticket for the MARC train (I believe it's $6 -- I put that information over in the millicons community) which will take you directly to Union Station, where you can catch the metro.
