Orlando is an incorrigible flirt. He bounces up to anyone who takes his fancy, male or female, and practically orders them to dance. Beds the ones he really likes, leaves the others with a kiss and no hurt feelings - because after all, who could resist that famous charm?
Bean could, and can, apparently. It's not that he's ever said no outright - more that he genuinely doesn't seem to notice. Orlando isn't really fazed - nothing ever keeps him down for long - but it does disappoint him.
So he carries on as he always has. And he hopes.
