When the Mutant Registration Act was proposed, there was a public outcry from civil rights groups: marches, rallies, protests. None of it did any good. The Act was passed, and a record was kept of all known mutants in the United States.
Of course, some of this information, supposedly kept confidential, leaked out, revealed by police and government workers who lived near mutants and wanted them gone.
When the first deaths were reported, the President expressed his deep regret and promised more police to protect law-abiding mutants. It was noted, however, that no mention was made of repealing the Act.
